Abstract

Numerous bills were filed beginning in 1973 to create an agency to enforce employment discrimination law. Again the bill was filed in 1983, but it failed during the Regular Session. Gov. White called a Special Session and included this issue on the call. Although it was very controversial, the Legislature finally enacted legislation creating the Texas Commission on Human Rights, which was placed in the Texas civil statutes as art. 5221k.
