Abstract

In 1971, the Texas Legislature originally enacted the Texas Motor Vehicle Commission Code with the passage of S.B. 140. This act was compiled as Art. 4413(36), Vernon’s Annotated Civil Statutes.

The Texas Legislature did not begin recording its proceedings until its next session in 1973, consequently the legislative discussions regarding S.B. 140 are not available for review. Therefore, the primary evidence of legislative intent for S.B. 140 is the bill analysis drafted by the Senate State Affairs.
