Abstract

The Medical Liability and Insurance Improvement Act was enacted with the passage of H.B. 1048 during the 65th Legislature in 1977.

Prior to 1977 legislative session, an interim study commission (the Keeton Commission) met to discuss and draft legislation on medical liability and insurance regulation. The commission reported back to the legislature its findings and recommendations.

During the 65th Legislature, H.B. 1048 was enacted after extensive debate. It codified many changes to medical malpractice law and insurance regulation.
