Abstract

In 2003, during the Regular Session of the 78th Texas Legislature, H.B. 2424 was enacted. This bill was described as the Comptroller’s technical cleanup bill.

In the House, the bill received a brief hearing and was passed on the House Local and Consent Calendar (which is reserved for non-controversial bills.)

In the Senate, the hearings were also brief, but on the Senate floor numerous amendments were added.

When the bill returned to the House for approval of the Senate Amendments, the House refused to concur and a Conference

Committee was appointed. The Conference Committee agreed on a final bill which was adopted by both Chambers.

This report includes each version of H.B. 2424 which was considered by the Legislature as well as all of the bill analyses published. Each hearing and floor debate was transcribed and included in the report.
